Rebuilding Lives - Rehabilitation Program for the flood affected people


Athijeevan -Rebuilding lives – is a rehabilitation program for the flood affected people in the Archdiocese of Ernakulam – Angamaly. This project is coming under Kerala recovery project which is supported by Caritas India. The severe flood on 14th August 2018 due to heavy monsoon was badly affected in Kerala. It was made so many destructions to human life and its surroundings. Kalady and nearby places in Ernakulam district is the one of major flood affected area. We are aiming to lift up the life of people, who are badly affected by this unexpected flood. The four Grama Panchayaths included in this project are Sreemoolanagaram, Kanjoor, Malayattoor – Neleswaram and Kalady.

Impact/Goal: To contribute to progressive and comprehensive recovery of flood affected communities in Kerala.

The Objectives and Activities to Achieve the Objectives

The Main Objectives of the Project are


  • To enhance water and sanitation facilities of 408 families.
  • To improve housing facilities of 40 families through renovation of their damaged buildings.
  • To enhance the income of 820 families through restarting their lost livelihood activities.

Key Activities to Achieve the Result


  • Repair 32 partially damaged Toilets.
  • Construct 4 functional Toilets.
  • Renovation of 22 wells.
  • Testing of water samples of 40 wells.
  • Water purifier systems distribution to 350 families.
  • Repair 40 partially damaged houses.
  • Distribution of 80 goats to 40 families with free vaccination and one-year free Insurance.
  • Distribution of tailoring machines to 80 families.
  • Establishment of 300 organic Kitchen Garden.
  • Supply of quality seedlings of vegetables and manure to 400 marginal farmers.
  • Conduct trainings on Water, Health, Sanitation and Hygiene, Goat rearing and Micro enterprise management (Tailoring and organic farming).

Wash – Processes and Strategies Adopted

Toilet repairs - Toilet construction - Water source repair (Well)


  • We selected the beneficiaries through the village Committees.
  • Identified contractors with the lowest quotation in each Panchayath.
  • We executed agreement with the contractors and beneficiaries.
  • Payments to the contractors are done in instalments. Initially 50% of the quotation amount was transferred to them, then after the work completion, we paid the balance 50% amount.
  • In some cases, beneficiaries also contributed to the Toilet construction and Well maintenance.

Water testing


  • We have selected the beneficiaries who were using low quality/Contaminated drinking water. We took water samples from their open wells which are used for their house hold purposes.
  • We did the Physical, Chemical and Total Coliform analysis in KERALA WATER AUTHORITY WATER TESTING CENTER, ALUVA
  • We also provided water purifier to them.

Test Results


  • We found that only 2 samples having normal pH value and without coliform bacteria presence.
  • Found coliform presence in 38 samples out of 40.
  • pH value is below the normal value in 30 samples out of 40.

Water purifying system supply


  • We distributed high quality gravity type water purifiers to the selected beneficiaries.
  • The quality of the water purifier was ensured by testing the quality of purified water from the two Water purifier dealers who submitted quotations.
  • We also conducted 4 training programmes about water literacy, assembling and usage of the purifier and about Water, Health, Sanitation and Hygiene.

Shleter – Processes and Strategies Adopted


  • We selected the beneficiaries through the village Committees
  • Selected contractors who gave the lowest quotation in each Panchayath.
  • We executed agreement with the contractors and beneficiaries.
  • Payments to the contractors are done by 3 instalments. Initially 30% of the quotation amount transferred to them, then after the completion of fifty percentage of work, we paid the balance 40% and finally after completion of the entire work we paid the balance 30% amount.
  • In some cases, beneficiaries and Church related organizations also contributed to the well completion of the house maintenance works.
  • For ensuring the quality of work, field coordinators daily visited the work sites and monitored the works and collected feed backs from the beneficiaries, Workers, Contractors and Village committee members supported monitoring

Livelihood – Processes and Strategies Adopted

Goat rearing


  • For the sustainability, beneficiary selection was done on the basis of people who have interest in Goat rearing and who had goats but it loses in the flood.
  • Trainings gave more Knowledge, confidence and motivation to them for start a goat rearing unit as an income generation activity.
  • The experience sharing of goat farmers from the beneficiaries also was a good learning for the fresh farmers.
  • We distributed good quality one-year-old Malabari - cross goats with free vaccination and free insurance for one year.
  • For the continuity of this programme after this project, we did an agreement with the beneficiaries included some conditions like each beneficiary should give back one baby goat to the village committee when lamb is 3 months old.
  • The village committee can take these baby goats and can give it to other eligible family.

Tailoring Unit


  • For the sustainability, beneficiary selection was done on the basis of people who are interest in tailoring and who had tailoring machine but it damaged in the flood.
  • Trainings gave more Knowledge, confidence and motivation to them for start a tailoring unit as an income generation activity.

Kitchen Garden and Seed Support


  • Promoted organic farming
  • We distributed high quality seedlings, Vegetable seeds, Fruit plants, organic manures and 5Litre Pressure Sprayer to them.
  • Trainings gave more Knowledge, confidence and motivation to them to apply organic farming in their agriculture field.

  • 40 poor families have goat rearing units
  • 80 women tailoring units are started
  • 300 families are engaged in organic kitchen gardening programs
  • 400 marginal farmers are engaged in organic Banana farming.
  • Conduct trainings on Goat rearing, Insurance and claiming, Micro enterprise management (Tailoring) and organic farming.


Issues and Challenges Faced During the Period


  • Anxiety of Parish Vicars about beneficiary selection process - Anxiety was cleared and selection process was explained.
  • Delay in Village committee formation – Unavailability of Parish Vicars and lack of enough members in committee. – Convinced of the need through Directors and formed the committees. They are motivated to be active
  • Survey Takes more time - Distributed the form for filling and then collected the data. Then verification was done through house visit
  • Relevance of planned actions - Revision of activities submitted


Findings For Future Intervention


  • Need a permanent village level disaster management committee
  • Give periodical capacity building trainings to them.
  • Monitoring of the program in the target villages through VDC
  • Linkages with PRIs.
